世界陸上リレーの再レース規定

９月は東京世界陸上を楽しんでいました。

現地の国立競技場にも行きましたが、大歓声の嵐。陸上って、こんなに盛り上がるものでしたっけ？

やみつきになりそうです。

スポーツ観戦自体あまりしない、にわかファンだったのですが、今回の世界陸上ではリレーの再レースがありました。過去にも例はあったようですが、初めて観たので、規則を調べてみました。

東京世界陸上でのリレー再レース

南アフリカの男子4×100mチームは、第1バトンパス中にイタリアとの接触事故を受けて、単独での予選再挑戦の機会を得ました。

また、男子4×400mリレーでは、ザンビア選手による妨害行為の後、アメリカとケニアのチームが決勝進出をかけた直接対決の再レースの機会を得ました。

男子4×400mリレーは、優勝候補のアメリカがまさかの予選敗退！？からの再レース復帰という熱い展開でした。

4×100mの予選では、日本チームしか観ていなくて気づかなかったのですが、たしかに、イタリアの２走選手がスタート直後に、腕が伸びて南アフリカの１走選手と接触、これでバランスを崩してバトンを渡せていません。直後に１走選手が抗議しています。

4×400mリレーは、オープンレーンでのバトンパスなので、よりトラブルになりやすいですね。

競技における救済措置

適用される規則は、このCOMPETITION RULESですかね。

18.7
If, in the opinion of the appropriate Referee, circumstances arise at any competition such that
justice demands that any event or any part of an event should be contested again, they shall have
authority to declare the event or any part of an event void and that it shall be held again, either on
the same day or on some future occasion, as they shall decide. (See also Rules 8.4 and 17.1 of the
Technical Rules).

担当審判員が、競技会において、何らかの事情により、いずれかの競技または一部の競技を再度開催する必要があると判断する場合、当該審判員は、当該競技または一部の競技を無効とし、審判員の決定により、同日または将来の機会に再度開催することを宣言する権限を有する。（技術規則第8.4条および第17.1条も参照）。

参照されているTECHNICAL RULESの方を確認してみます。

8.4.3 if a protest or appeal is based on an athlete’s incorrect exclusion from an
event due to a false start and it is upheld after the completion of the race,
then the athlete should be afforded the opportunity to run on their own to
record a time in the event and consequently, if applicable, to be advanced
to subsequent rounds. No athlete should be advanced to a subsequent
round without competing in all rounds unless the Referee or Jury of Appeal
determines otherwise in the particular circumstances of the case, e.g. the
shortness of time before the next round or the length of the race.
Note: This Rule may also be applied by the Referee, the Jury of Appeal in
other circumstances where it is deemed appropriate (see Rule 17.2 of the
Technical Rules).

8.4.3 抗議または上訴が、不正スタートによる選手の不当な競技除外に基づくものであり、レース終了後にそれが認められた場合、当該選手には、当該種目のタイムを記録するために単独で走行する機会が与えられ、その結果、該当する場合は、次のラウンドに進むことができる。審判員または上訴審委員会が、次のラウンドまでの時間が短い、またはレースの長さなど、当該事案の特定の状況において別段の決定を下さない限り、全てのラウンドに出場することなく、選手を次のラウンドに進めることはできない。
注：この規則は、適切と判断されるその他の状況においても、審判員または上訴審委員会によって適用される場合がある（技術規則第17.2条参照）。

単独走行の機会が与えられると明記されていました。南アフリカが翌日に単独で走ったのは、この規定ですかね。

COMPETITION RULESの17.1

If an athlete is jostled or obstructed during an event so as to impede their progress, then:
if the jostling or obstruction is considered unintentional or is caused otherwise than by an
athlete, the Referee may, if they are of the opinion that an athlete (or their team) was
seriously affected, in accordance with Rule 18.7 of the Competition Rules or Rule 8.4 of
the Technical Rules, order that the race (for one, some or all of the athletes) be re-held or
allow the affected athlete (or team) to compete in a subsequent round of the event;
if another athlete is found by the Referee to be responsible for the jostling or obstruction,such athlete (or their team) shall be liable to disqualification from that event. The Referee
may, if they are of the opinion that an athlete (or their team) was seriously affected, in
accordance with Rule 18.7 of the Competition Rules or Rule 8.4 of the Technical Rules,
order that the race (for one, some or all of the athletes) be re-held excluding any
disqualified athlete (or team) or allow any affected athlete (or team) (other than any
disqualified athlete or team) to compete in a subsequent round of the event.
Note: In cases considered serious enough, Rules 7.1 and 7.3 of the Technical Rules may
also be applied.

競技中に選手が押しのけられたり、妨害されたりして進行を妨げられた場合、以下の措置が取られる：
押しのけまたは妨害が故意によるものではない、または選手以外の原因によるものと判断された場合、審判長は、選手（またはそのチーム）が重大な影響を受けたと判断した場合、競技規則第18.7条または競技技術規則第8.4条に基づき、競技（1名、数名、または全員）の再競技を命じるか、影響を受けた選手（またはチーム）が当該競技の次のラウンドに出場することを許可する。
審判長が、押しのけまたは妨害行為に別の選手が関与していると判断した場合、当該選手（またはそのチーム）は、当該種目から失格となる。審判員は、選手（またはそのチーム）が重大な影響を受けたと判断した場合、競技規則第18.7条または競技技術規則第8.4条に基づき、失格となった選手（またはチーム）を除いて（1名、数名、またはすべての選手について）レースの再開催を命じることができる。また、影響を受けた選手（またはチーム）（失格となった選手またはチームを除く）が当該種目の後続ラウンドに出場することを許可することができる。
注：重大と判断される場合には、競技技術規則第7.1条および第7.3条も適用される。

4×400mリレーで、２チームのみが再レースとなったのは、数名の再競技を命じるとしたこの規定ですかね。

結果に対する不服申立て

競技における不服申立ての規定もあります。

8.2　

Protests concerning the result or conduct of (a round of) an event shall be made within 30 minutes
of the official announcement of the result of that (round of the) event.

競技（一ラウンド）の結果または運営に関する抗議は、当該競技（一ラウンド）の結果が公式発表されてから30分以内に行うものとする。

申立をできる人も、競技者本人、競技者に代わる者、またはチームの公式代表者等の記載があります。

3000ｍ障害とか不服申立てしなかったのかな。

審判員の判断に対する不服申立て・控訴もあるのですね。

8.7

An appeal to the Jury of Appeal must be made within 30 minutes:
of the official announcement of the amended result of an event arising from the decision
made by the Referee; or
of the advice being given to those making the protest, where there is no amendment of
any result.
It shall be in writing, signed by the athlete, by someone acting on their behalf or by an official
representative of a team and shall be accompanied by a deposit of USD 100, or its equivalent,
which will be forfeited if the appeal is not allowed. Such athlete or team may appeal only if they
are competing in the same round of the event to which the appeal relates (or are competing in a
competition on which a team points score is being conducted).
Note: The relevant Referee shall, after their decision on a protest, immediately inform the TIC of
the time of the communication of the decision. If the Referee was unable to communicate the
decision orally to the relevant team(s) / athlete(s), the official time of the announcement will be
that of posting of the amended result or of the decision at the TIC.

控訴審判団への控訴は、以下の場合、30分以内に行わなければならない。
審判員の決定に起因する競技の修正結果の公式発表後、または
結果に修正がない場合、抗議者への助言後。
控訴は書面で行い、選手、代理人、またはチームの公式代表者が署名し、100米ドルまたは同等額の保証金を添えなければならない。
控訴が認められない場合、保証金は没収される。当該選手またはチームは、控訴が関係する競技の同一ラウンドに出場している場合（またはチームポイントスコアが算出される競技に出場している場合）にのみ控訴することができる。
注：関係審判員は、抗議に関する決定後、直ちにTICに決定の通知時刻を通知しなければならない。審判員が関係するチーム／選手に口頭で決定を伝えることができなかった場合、公式発表時刻は、修正結果の掲示時またはTICでの決定の掲示時となります。

こっちの手続はやや手間がかかりそうですね。
